Re: Applicants for Planning Board
Dear President Andrews and Members of the Montgomery County Council:
The purpose of this letter is to provide you with our recommendations and rationale for appointing a specific candidate to serve as a commissioner on the MNC/PPC Planning Board.
Five MCCF leaders (Peggy Dennis, Sharon Dooley, Chuck Lapinski, Virginia Sheard and myself) met over several evenings and interviewed six of the seven candidates (the seventh being unavailable) that the Council is considering. We also represent individual civic organizations from different parts of the County who share your commitment to selecting the best possible candidate to serve in this important position.
We had no favorite candidate when we started the evaluation process. We were looking above all for an individual who is intelligent; thoughtful; curious and probing; able to express him/herself well; has a broad knowledge of the County and its development over the decades; and with a strong desire to serve the public. We felt that all the candidates we are recommending fulfill these criteria.
Our interview questions focused on knowledge and experience each candidate has about the responsibilities and tasks of the Planning Board. That Board’s work can be divided into regulatory actions and policy formulation. The regulatory actions deal with site plans, subdivision plans, special exceptions, etc., where decisions are based upon applying established standards to a specific situation. Policy work typically results in recommendations to the Council and covers topics such as revising master and sector plans to determine how a given area will develop or redevelop and formulating the Annual Growth Policy. We were more interested with each candidate’s knowledge and experience in the policy area than in the regulatory area. Answers to our interview questions on the policy area revealed a wide range of experience between the candidates. We did not expect candidates to have thought about and been involved in every topic covered by our questions, but the more substantive a candidate’s response, the more highly qualified we rated them. If they had thought little about a wide variety of issues, a longer learning time will be needed before they can effectively participate in Board debates, discussions, and recommendations.
Our assessment of the best qualified candidates in the order we ranked them follows:
1. Alan Bowser: This is Mr. Bowser’s fourth application to serve on the Planning Board. In addition to a warm and winning personality, he obviously has the “fire in the belly” and persistence that evidence his strong desire to serve the public. Since his first application, he has been involved with a number of civic groups and issues. We feel confident that he now knows the difficult issues and diverse points of view. We think his intellectual curiosity, broad knowledge base and drive to excel will cause him to ask the tough, probing questions of the Planning Staff that will help the Board make better decisions. We also think that his executive experience would be valuable to both the Board and the Council.
2. Marye Wells-Harley: Ms. Wells-Harley’s 42 years of experience working for Prince Georges County, where she became head of Parks and Recreation, give her special insight into a variety of policy areas, but particularly the issue of the interrelationship between parks and recreation and the applicable master plans. We were very impressed by her determination (based on experience) that she should actively seek out the views of ordinary residents, rather than base her decisions solely on the views of the civic activists who come before the Board. She was a president of her HOA and, through that experience, learned first hand about problems inherent to the MPDU program. We believe that her executive experience would be valuable to the Board and Council.
3. Cynthia Rubenstein: Ms. Rubenstein has a long history of active participant on a variety of housing, code enforcement, housing, and related community issues as President of Allied Civic and her local civic association. While she has been less involved with civic matters over the last six years, she nevertheless still has been following major policy issues the Board is addressing as part of the Long Branch Advisory Committee. In response to our questions, she had some knowledge about most policy issues but also has not developed a position on most of them, in part because staff is still developing position papers on many of them
Each of the remaining candidates, Roberto Pinero, Ilaya Hopkins and Patricia Lee, has a more limited exposure with the issues facing the Board. We were not convinced that any of them is fully up to the demanding and fast-paced work of the Planning Board at this time. We do strongly encourage each of these candidates to expand their range of knowledge and experience, so that they become qualified candidates for future openings.

The upcoming decisions on several Master Plans as well as zoning revisions being considered and the most important issue of the Growth Policy are yet to be addressed this year. These most important decisions need to be made by those without personal agendas and we believe that Alan Bowser is the best choice in his repeated try for the Planning Board position. He has maintained interest and action in this community and demonstrates care and concern about the varied communities living here and should be unanimously selected.

The County Council Interview 2009
My interview with the County Council was held on Tuesday, June 16, 2009 in the Council’s sixth floor conference room. The Council members present were George Leventhal, Marc Elrich, Michael Knapp, Roger Berliner, Nancy Floreen, Dutchy Trachtenberg, Nancy Navarro and Council President Phil Andrews.
Council President Andrews asked a series of general questions to be answered by all of the candidates for appointment. These questions included:
1. Why do you want to be a member of the Planning Board and what experience do you have related to the Planning Board’s responsibilities?

Montgomery County Civic Federation - Questionnaire and Answers
June 1, 2008 - Montgomery County Civic Federation Planning Board Applicant Questionnaire
1) How do you view citizen participation in land use planning and development approval processes?
I view citizen participation in land use planning and implementation processes as absolutely critical and I would work to maximize the opportunities for citizens to participate in our planning and implementation processes. I think that there is broad consensus for active citizen participation among relevant stakeholders. To this end, I would advocate that citizens have the maximum possible access to Board and Commission staff and documents. I would work to see that citizens have appropriate notice of Commission meetings and opportunities to be heard on issues before the Commission and the Board. I would ensure for all stakeholders that the hearing process was predictable, reliable, transparent and fair. As I have told the County Council, I support the practice of convening Planning Board meetings throughout the County, and I would encourage the use information technology to facilitate two-way communications between residents and Planning Board and staff.
As a Planning Board member, I would attend community meetings throughout the County to learn first hand of the community’s concern about our land use and planning processes. Currently, I attend many public meetings of community associations to learn of their concerns.
Montgomery County has one of the most gifted populations in the United States. I strongly believe that we should engage the community as active and valuable participants in the process, and that residents should be considered as partners, rather than adversaries. Our planning process will be stronger if all stakeholders believe that the process is transparent and fair.
In this regard, I viewed Montgomery Preservation’s charette related to proposed development plans for the Comsat building as a great example of how the community can be made a partner in or contributor to development discussions. An enthusiastic group of residents, professionals and lay people joined together to discussed various development alternatives. The project developers received some alternative designs to consider as they moved closer to a final decision about how they might develop that site. I have also participated in design charettes for the Silver Spring Library and the Silver Place Project.
2) How can we better regulate the pace of growth to assure infrastructure is in place to accommodate it?
Montgomery County already has several measures in place to better regulate the pace of growth to assure infrastructure is in place to accommodate it, namely the Annual Growth Policy and the Adequate Public Facilities Ordinance.
I will work to ensure that the Council has the best possible advice to support its decisions about Annual Growth rates. We should continue to refine our modeling to ensure that we have the best possible information about water and sewerage capacity, traffic capacity, adequate schools, and adequate public safety. The Board can be even more vigilant as it monitors the responsibilities of developers to timely bring on line the critical infrastructure in support of their projects.
3) What steps could the Planning Board take to correct the geographical imbalance of jobs and housing in the county?
There is broad consensus that there is a geographic imbalance of jobs and housing in the county and similar consensus that achieving balance will be difficult. The County is currently generating more jobs than housing opportunities and the economics of rental housing and home ownership suggest that the stress between housing and jobs will become more acute in the future. The Planning Board can assist this process by working to see that new planning frameworks have provisions for affordable housing, located near transit and job centers. The Board can also advocate for increased federal, state and local funding for transit alternatives. The Commission’s research can continue to identify national and global best practices for affordable housing and possible partnerships between the private and public sector to increase housing stock.
4) What tools could the Planning Board employ to assure more affordably priced housing in the county?
The Planning Board and the Commission staff have already given considerable attention to the affordable housing crisis in Montgomery County, and I support continuing this emphasis. These policy measures include the Special Ceiling Allocation to the Annual Growth Policy, the expedited Green Tape Approvals for development projects that include substantial housing components, use of the Transferable Development Rights process to increase housing density where appropriate, the inclusion of an affordable housing chapter in every master plan, and consideration of affordable housing in subdivision plans. I believe that the Commission should continue its research on best practices to increase the affordable house stock for County employees, including teachers and fire and police personnel, and senior citizens. I recognize that the provision of more affordable housing in Montgomery County is a daunting challenge, but I believe it is one to which we must devote a very significant amount of creative energy and resources.
5) What do you see as the Planning Board's role in preservation of the environment--water quality, forest conservation and tree canopy, parks, agricultural and rural open space, etc.?
The Planning Board has a critical and essential role in ensuring that the overall environmental quality is protected. It performs this role through a broad range of regulatory practices that ensure the new development does not, to the maximum extent possible, adversely affect establish forests and water resources. The Commission must be properly staffed to ensure that there are adequate resources to conduct timely and effective inspections, so that development is in compliance with County rules and regulations. I strongly affirm the need for Commission staff to give close scrutiny and priority attention to those aspects of the Commission’s work that impact environmental protection, including water quality, forest conservation, and Legacy Open Space. I believe that environmental protection and conservation should be viewed as critical investments in the County’s future
6) Please describe your knowledge of the Montgomery County zoning ordinance.
I am familiar with the County’s Zoning Ordinance and its organization, i.e., Chapter 59 “Zoning” of the Montgomery County Code. I have been paying particular attention to the ongoing effort to revise the Zoning Ordinance to make it more streamlined and more comprehensible to all of the development stakeholders. I am particularly interested in the prospective design of a new “CR” zone (commercial/residential) which would consolidate some existing zoning categories and would be used in many new master plans in Montgomery County.

I have served with Mr. Bowser for the past several years as a fellow member of the Montgomery County Citizens Advisory Committee to the Department of Permitting Services, including the past year when I had the privilege of serving as Committee Chair.
In our work together, I have found Mr. Bowser to be a thoughtful, creative and open-minded problem solver. He has the ability to quickly grasp and synthesize complex land use and development issues and to formulate “win/win” solutions. I am writing this email to support Alan Bowser for the Planning Board. Alan has been very active in a number of important organizations in the Silver Spring community and made a variety of key contributions in these capacities. In particular, he has served on the Silver Spring Town Center Board, the Silver Spring Citizens Advisory Board including as chair of the Neighborhoods Committee, and has been President of his Park Hills Civic Association. In his position with the Town Center, I know that he organized a successful Blues Festival. As Chair of the Neighborhoods Committee, I felt that Alan allowed for all groups to participate evenly in the discussions particularly when it came to meetings on the Purple Line where there were quite a diversity of views. Alan was also quite supportive of the Safe Silver Spring Summit that we recently held.

Alan reactivated and energized a moribund civic association. I am writing in strong support of Alan Bowser's application to become a member of the Planning Board.
I have served on the Alexandria VA Planning Commission for 18 years, two as Vice Chairman before I became Chairman in March of this year. Alan and I have known each other well for more than 23 years as members of a running club that meets weekly. We have spent hours running or at each other's houses discussing civic activities in our respective jurisdictions. While I thought I contributed at least my fair share to my jurisdiction (e.g., president of the largest civic association for more than 3 years, 5 terms on Planning Commission, chair of a number of commissions and task forces over the past 25 years), Alan has given much more to Montgomery County in his numerous roles.
The breadth of his interests - zoning, planning, transportation, environment and housing - and his grasp of them has never failed to impress me. Through our 22 years of friendship, I have admired his razor sharp intellect, his ability to develop a course of action from a sound theoretical basis, his gift of working things out among disagreeing parties, and his practical approach to problem solving - no matter how complex the factors involved.
Based on the hours of discussions Alan and I have had over the years, I would like him to move to Alexandria and serve on the Planning Commission with me, but he feels too strongly for Montgomery County to even consider it.

Some seek appointment to the Planning Board as a stepping stone to higher office. Others expect a monetary reward once they re-enter the private sector. Alan, however, truly wishes to serve the public on the Planning Board.
Moreover, he understands that a true commitment to public service entails a lot of work. Whatever task he undertakes - chairing the Neighborhoods Committee, organizing the first Silver Spring Blues Festival, or President of Silver Spring Town Center, Inc., Alan is both dedicated and hard working.
Alan also understands how Planning Board decisions impact County residents’ quality of life. Planning theories come and go like spring fashions, but their effects (overcrowded schools, inadequate public transit, loss of multi-functional green space) continue to reverberate throughout our communities and into the future. I am confident Alan will not forget those who must live with the outcome of Board decisions.
Furthermore, he recognizes that without public buy-in, no plan is worth the paper it’s printed on. Community is not be created by fiat, it springs from the grass roots. For the past several years, I have had the pleasure of serving as Treasurer of Park Hills Civic Association, of which Alan is President. While PHCA is a very old civic association, it was inactive and ineffective until Alan was elected president. He has single-handedly revived community interest and participation in this association and transformed it into a vital, active organization with nearly 140 members. I've watched Alan evolve in this role from someone who is smart and passionate about the issues facing our community as it develops, to someone who not only understands and is well informed about the issues, but who is able to appreciate and represent fairly the variety of strong opinions voiced within our civic association, and to lead us to resolve on controversial issues. He has made our quarterly meetings interesting, informative and fun by inviting a wide range of guest speakers, keeping business to the point and effective, and encouraging members to express their opinions without monopolizing precious time.
I am aware that Alan is involved with and serves on many other community boards and associations and I appreciate all that he does for Silver Spring. On a personal level, I find Alan terrific to work with and enjoy knowing him and having him as my neighbor.
Alan is an energetic, smart, devoted public servant who has done and continues to do an enormous amount of good for Silver Spring. I have lived and worked in Montgomery County for the last 10 years and because I have lived in other states and counties that are not as well run, I very much enjoy and appreciate all that Montgomery County offers. It is a wonderful place to live and wise planning is key to its future. I don't know anyone more qualified, or who I'd rather see appointed to the Montgomery County Planning Board than Alan Bowser.

It is with pleasure that I write a brief letter of support for Mr. Alan Bowser, who would like to become a Member of the Montgomery County Planning Board.
I have only known Mr. Bowser for about 3 years. I remember meeting him. My wife and I had just moved to our new home on Fleetwood Terrace in Silver Spring. Mr. Bowser was going door-to-door passing out a flier concerning the fall picnic of the Park Hills Citizen Association. He told us about the political folks who were going to be present and guaranteed a good time and good food. He did a good job of organizing the politician turnout as well as the turnout of the citizens from Park Hills. Since then, we have seen a great deal of Mr. Bowser on his work to get all sides of an issue on the table. He goes to great length to get as folks from the community to participate.
In this immediate community, the Purple Line is the big issue at the current time. We don’t know how this is going to turn out, but all citizens have been encouraged to come and participate and share their ideas with the community.
Another item is the renovation of the old “Blair’ auditorium. Mr. Bowser is the leader on trying to get this completed. These are some of the issues he is intimately involved in that are very important to this community. Of course, he has much more going on involving the greater Silver Spring area. I don’t know too much about these other aspect’s, so will not be able comment on them.
In summary, Mr. Alan Bowser is a great asset to the community and would do an outstanding job of representing the residents of Silver Spring on the Montgomery County Planning Board. He will be a ‘Green’ approach to future development.

I have been a neighbor, friend, and associate of Mr. Bowser for many years and cannot recommend him more highly for this position. There are many reasons why Mr. Bowser would be an excellent addition to the planning board, which I will attempt to elucidate here.
Mr. Bowser has taken the lead in revitalizing our local Park Hills Civic Association over the last few years. This effort involved a tremendous amount of organizational skill, consensus-building, patience, and persistence. What had been a long-dormant civic association is now an organized and active voice in local issues, ranging from planning for the Purple Line to environmental concerns in Sligo Creek, as well as many other issues. In every case, Mr. Bowser has taken the initiative to bring the neighborhood together so that all voices can be heard, and made great efforts to gather and present critical information to the community so that we can work together in an informed manner. Mr. Bowser has shown exceptional skill in leading this organization without exerting ideological or partisan influence over it, and has consistently promoted the civic association as a forum where the diversity of views in the community should be both welcomed and celebrated.
Mr. Bowser is extremely knowledgeable about land-use issues in Montgomery County. As an avid user of parks and recreation facilities throughout the county, Mr. Bowser greatly appreciates the value of our county's green spaces, including the agricultural reserve, and would be a strong voice on the planning board in support of robust and effective maintenance and planning for our parks. Regarding future residential and commercial development in the county, I am sure that Mr. Bowser would be a prudent voice on the planning board, consistently seeking success-oriented solutions that promote economic development in the county while preserving the environment and our valuable parklands, streams, and farms.
Mr. Bowser has been a strong advocate for Downtown Silver Spring. He has worked with the Silver Spring Town Center organization to promote activities in Silver Spring, and has worked extremely hard to inform our community about the planning for the new civic building and plaza. He recently helped to organize the first annual Silver Spring Blues Festival, which was a great success.
I hope that I have provided enough information about Mr. Bowser's unique qualifications for the County Planning Board. I think that it is unlikely that you will find another candidate who is as knowledgeable, committed, or open-minded as Mr. Bowser. I hope that you will consider him favorably for this appointment.

To assess our neighborhood’s views on the Purple Line, Park Hills established a Purple Line review process that was pro-active, transparent, and fair, and we achieved a broad consensus in support of public transit in our neighborhood. While there are members of our neighborhood who still do not support the Purple Line, a majority of our residents believe that the process we developed was fair and that all voices were heard. I am confident that Alan Bowser would bring the same spirit of honesty, transparency, inclusiveness, hard work, consensus building and fairness to the Planning Board.

Alan reactivated and energized a moribund civic association. Through association meetings, face to face discussions and list serves on the computer, he helped to educate the community on transportation and development issues. He moderated differences of views always maintaining civility and a congeniality among the members. I am a friend and neighbor of Alan and have often spoken with him on transportation and development issues affecting the Silver Spring community and elsewhere in the County. He has proven to be knowledgeable, level headed, forceful when needed, and a consensus builder.
I am a long term resident of Silver Spring and feel qualified to recommend him because of my experience as a former President of the Park Hills Civic Association and a person who in past years had been active in county zoning and planning issues, including, as a member of a former County Council Development Advisory Board and a member of a study Commission of the WSSC.

We have spent hours running or at each other's houses discussing civic activities in our respective jurisdictions. While I thought I contributed at least my fair share to my jurisdiction (e.g., president of the largest civic association for more than 3 years, 5 terms on Planning Commission, chair of a number of commissions and task forces over the past 25 years), Alan has given much more to Montgomery County in his numerous roles.
The breadth of his interests - zoning, planning, transportation, environment and housing - and his grasp of them has never failed to impress me. Through our 22 years of friendship, I have admired his razor sharp intellect, his ability to develop a course of action from a sound theoretical basis, his gift of working things out among disagreeing parties, and his practical approach to problem solving - no matter how complex the factors involved.
Based on the hours of discussions Alan and I have had over the years, I would like him to move to Alexandria and serve on the Planning Commission with me, but he feels too strongly for Montgomery County to even consider it.

For the past several years, I have had the pleasure of serving as Treasurer of Park Hills Civic Association, of which Alan is President. While PHCA is a very old civic association, it was inactive and ineffective until Alan was elected president. He has single-handedly revived community interest and participation in this association and transformed it into a vital, active organization with nearly 140 members. I've watched Alan evolve in this role from someone who is smart and passionate about the issues facing our community as it develops, to someone who not only understands and is well informed about the issues, but who is able to appreciate and represent fairly the variety of strong opinions voiced within our civic association, and to lead us to resolve on controversial issues. He has made our quarterly meetings interesting, informative and fun by inviting a wide range of guest speakers, keeping business to the point and effective, and encouraging members to express their opinions without monopolizing precious time.
I am aware that Alan is involved with and serves on many other community boards and associations and I appreciate all that he does for Silver Spring. On a personal level, I find Alan terrific to work with and enjoy knowing him and having him as my neighbor.

I have only known Mr. Bowser for about 3 years. I remember meeting him. My wife and I had just moved to our new home on Fleetwood Terrace in Silver Spring. Mr. Bowser was going door-to-door passing out a flier concerning the fall picnic of the Park Hills Citizen Association. He told us about the political folks who were going to be present and guaranteed a good time and good food. He did a good job of organizing the politician turnout as well as the turnout of the citizens from Park Hills. Since then, we have seen a great deal of Mr. Bowser on his work to get all sides of an issue on the table. He goes to great length to get as folks from the community to participate.
In this immediate community, the Purple Line is the big issue at the current time. We don’t know how this is going to turn out, but all citizens have been encouraged to come and participate and share their ideas with the community.
Another item is the renovation of the old “Blair’ auditorium. Mr. Bowser is the leader on trying to get this completed. These are some of the issues he is intimately involved in that are very important to this community. Of course, he has much more going on involving the greater Silver Spring area. I don’t know too much about these other aspect’s, so will not be able comment on them.
In summary, Mr. Alan Bowser is a great asset to the community and would do an outstanding job of representing the residents of Silver Spring on the Montgomery County Planning Board. He will be a ‘Green’ approach to future development.

I have been a neighbor, friend, and associate of Mr. Bowser for many years and cannot recommend him more highly for this position. There are many reasons why Mr. Bowser would be an excellent addition to the planning board, which I will attempt to elucidate here.
Mr. Bowser has taken the lead in revitalizing our local Park Hills Civic Association over the last few years. This effort involved a tremendous amount of organizational skill, consensus-building, patience, and persistence. What had been a long-dormant civic association is now an organized and active voice in local issues, ranging from planning for the Purple Line to environmental concerns in Sligo Creek, as well as many other issues. In every case, Mr. Bowser has taken the initiative to bring the neighborhood together so that all voices can be heard, and made great efforts to gather and present critical information to the community so that we can work together in an informed manner. Mr. Bowser has shown exceptional skill in leading this organization without exerting ideological or partisan influence over it, and has consistently promoted the civic association as a forum where the diversity of views in the community should be both welcomed and celebrated.
Mr. Bowser is extremely knowledgeable about land-use issues in Montgomery County. As an avid user of parks and recreation facilities throughout the county, Mr. Bowser greatly appreciates the value of our county's green spaces, including the agricultural reserve, and would be a strong voice on the planning board in support of robust and effective maintenance and planning for our parks. Regarding future residential and commercial development in the county, I am sure that Mr. Bowser would be a prudent voice on the planning board, consistently seeking success-oriented solutions that promote economic development in the county while preserving the environment and our valuable parklands, streams, and farms.
Mr. Bowser has been a strong advocate for Downtown Silver Spring. He has worked with the Silver Spring Town Center organization to promote activities in Silver Spring, and has worked extremely hard to inform our community about the planning for the new civic building and plaza. He recently helped to organize the first annual Silver Spring Blues Festival, which was a great success.
I hope that I have provided enough information about Mr. Bowser's unique qualifications for the County Planning Board.
